Santa Ana receives three public works awards


SANTA ANA – The city has received three 2012 Project of The Year Awards from the Southern California chapter of the American Public Works Association. The awards recognize outstanding capital improvement projects and public works programs.

The three projects were:

  • MacArthur Boulevard/55 interchange ramp widening. The $2.8 million project, completed in September, increased capacity to improve traffic flow. It included rehabilitation of streets and ramp pavement, and safety improvements like signage, guard railings and ramp meters. “The project was noted for its innovative design approaches for cost savings and water conserving landscape systems, construction management to minimize lane closures, and collaboration of government entities, public utility agencies and business owners to complete the environmental, design, and construction phases expeditiously,” city officials said in a release.
  • Memory Lane lane reduction. To address concerns of speeding and street racing in an area used by bicyclists, the city installed a Class II bikeway on Memory Lane from Bristol Street to Flower Street. “The city was recognized for its innovation in funding the project, incorporating it under the city’s Residential Street Program, which resulted in a complete repaved street with a neighborhood supported lane reduction in addition to the new Class II bikeway,” city officials said. The $325,000 project was completed in September 2011.
  • Diamond Park Mutual Water Co. water main improvements and Catalina Street Pump Owners’ Association water service connections. The projects involved construction of 4,200 feet of potable water pipe, 145 water service connections, removal of two private water wells, and dissolution of two dysfunctional private water companies, resulting in safe and reliable drinking water for 145 residences, city officials said. “The Diamond Park Mutual Water Company water main improvements project is noteworthy because it involved considerable coordination with various disciplines, including legal, legislative, community organizing, state regulators and engineering and construction; and of course, significant media attention as well,” said Raul Godinez II, executive director of the city Public Works Agency. “The Catalina project was a related project that was rolled up into the same effort.” He said the Diamond Park company’s water was contaminated with nitrates, and the Catalina Street water was contaminated with uranium. The Diamond Park project cost $1.1 million, and the Catalina Street project $433,195, for nearly $1.6 million. Both projects were completed in early 2012.

Members of the American Public Works Association are public works officials throughout the United States and Canada. The Southern California chapter, with 1,400 members, covers Los Angeles, Orange, Riverside and San Bernardino counties.
Godinez said that in addition to Santa Ana, only Los Angeles received three awards, the maximum the chapter awards to any agency each year.
