City Hall Transparency and Open Government Efforts

Making the operations of City government ever more transparent and accessible to the public are goals fully supported by the Santa Ana Council.  The City Council and staff have made significant progress toward more open government that better serves the people of Santa Ana.  In the past several years and with reduced staff, the City has continued to make strides to this end.  For example, the City’s website provides easy citizen access to information such as city budgets, legislative meetings, and making public records requests.  Below is a list of recent actions to a more transparent and accessible City Hall:  

  • City uses a broad variety of updated communication tools and social media that allows citizens many ways to get information and/or weigh in on topics of interest, including: Facebook, Nixle and Twitter; various departments have their own sites which are regularly
  • City appointed Public Information Officer “PIO” that is a point person for media and the community responsible for and dedicated to providing timely information regarding a variety of City events and/or inquiries.
  • City Manager Paul Walters held numerous neighborhood meetings to discuss budgetary issues and concerns.
  • Community input through a web portal was developed to submit cost saving ideas.
  • Continue to offer translation services in Spanish at City Council Meetings held in the Council Chamber.
  • Make the agendas to all legislative meeting available upon request and free of charge via e-mail.
  • Police Department offers community training programs as well as Business Emergency Response Team.
  • Significant improvements to the City’s website (www.santa-ana.org) including:
    • Live web and broadcast of City Council meetings held in the Council Chamber and Police Community Room.
    • Access to City Council Meeting Agendas, agenda reports and video archive for the past two years.
    • Press Releases and archive available.
    • Google translate available on all webpages (Spanish, Chinese, Vietnamese, etc.)
    • Public Records Request form.
    • Election nomination information and past election results since City’s incorporation.
    • Roster of appointed officials and current vacancies (board and commissions).
    • Annual calendar of City Council meetings.
    • “Understanding your City Council meetings” brochure.
    • City Budgets available from the past several years.
    • On-line payment of municipal utilities services.
    • Salary information for elected officials, appointed officials and all City employees, including copies of all labor contracts and appointed officials.
    • Graffiti Task Force efforts and activities routinely updated.
    • Street Construction Project updates.
    • Publish “Santa Ana Green.”
    • On-line property information, property history, permits, inspections and status reports.
    • On-line submittal of Code Enforcement complaints.
    • On-line inspection requests for building division allows access 24/7 to request inspections.
    • Electronic zoning map.
    • Police Department has mobile application in ITunes App Store to request city services, report graffiti, report suspicious persons/activity, report crimes and write citizen police reports.
    • Routinely update City’s Website to include “hot topic” items such as Ward Re-boundary maps, Orange County Fire Authority “OCFA” Proposal, Management Partners Study, etc.
    • Mobile application available to Apple users called “My Santa Ana To Go” that allows residents to request city services, make comments or ask questions, submit cost saving ideas, access community calendar and City information section with all pertinent phone numbers to City services and functions.
